Since January 2025, Tata Electronics, CG Power, and HCL Group have announced semiconductor manufacturing projects totaling ₹1.29 trillion under India's Semicon 2.0 initiative. The commitments arrive eighteen months after Foxconn walked from a $19.5 billion Gujarat joint venture with Vedanta, leaving Delhi's first fabrication cycle incomplete. This time, the capital is domestic.

Tata Electronics leads with a ₹91,000 crore assembly and test facility in Assam, already under construction, and a second ₹26,000 crore unit in Karnataka. CG Power—backed by the Murugappa Group—has committed ₹50,000 crore to a compound semiconductor fabrication line. HCL Group separately announced plans for a ₹62,000 crore advanced packaging and test operation. L&T entered with undisclosed foundry discussions. The India Semiconductor Mission has approved ₹1.25 trillion of the announced pipeline, triggering disbursement protocols tied to construction milestones rather than ceremonial groundbreakings.

India already holds 20 percent global share in semiconductor design services and employs over 300,000 engineers in chip layout, verification, and IP development. The fabrication gap is the constraint. Delhi spent the prior decade courting Intel, TSMC, and Samsung with land, power, and capital subsidy packages that never closed. Semicon 2.0 recalibrates: 50 percent capital grants for fabs, 30 percent for assembly-test-mark-pack facilities, ten-year corporate tax holidays, and state co-investment requirements that bind regional governments to project success. The Assam facility, for example, pairs central subsidy with Assam's land and power commitments—risk distribution the Foxconn-Vedanta structure lacked.

The second-order effect is capital equipment and materials localization. Applied Materials, Lam Research, and Tokyo Electron have no India manufacturing footprint. Tata's ₹91,000 crore Assam spend implies ₹45,000 crore in imported tooling unless equipment partnerships emerge. CG Power's compound semiconductor line—targeting gallium nitride and silicon carbide for power electronics—requires epitaxy and ion implantation systems India does not produce. The mission's design-linked incentive scheme has attracted 32 semiconductor design firms since 2023, but equipment supply chains remain offshore. Without tool localization, each rupee of stated investment carries a 35-40 percent forex bleed.

Operators and allocators should watch three follow-on events. First, equipment vendor announcements—whether ASML, TEL, or AMAT commit to India assembly or service hubs by Q3 2025 will indicate whether the ecosystem can retain subsidy value domestically. Second, talent migration: Taiwan and South Korea have 15-20 year fab operational experience India lacks; hiring announcements from Tata and CG Power in Hsinchu or Suwon signal whether knowledge transfer is occurring or whether these remain captive Indian teams. Third, Ministry of Electronics disbursement reports due August 2025 will show whether milestone-based funding survives political transition or reverts to launch-day rhetoric.

The ₹1.29 trillion is committed, not deployed. Equipment orders, talent bench depth, and yield ramp timelines—not press releases—will determine whether India's second semiconductor cycle builds capacity or simply rebrands design strength as manufacturing ambition.
