SK hynix commits $38.1B to two fabs; HBM supply relief delayed until 2029

Capital approval locks corridor pricing for four more years as hyperscaler demand outpaces expansion timelines.

SK hynix approved $38.1 billion in capital for two memory fabrication plants, the largest single allocation in the company's history, yet disclosed that meaningful HBM and NAND capacity will not reach volume production until 2029. The board vote occurred January 21, 2025, with site selection between South Korea and the United States expected by third quarter.

The facilities will fabricate high-bandwidth memory and NAND flash at scale, targeting hyperscaler orders already contracted through 2027. SK hynix currently operates at 98.2% utilization across existing HBM3E lines, shipping 12-layer and 16-layer stacks to Nvidia, AMD, and undisclosed Chinese AI infrastructure buyers. The company reported $11.3 billion in HBM revenue for fiscal 2024, a 340% year-over-year increase, yet allocation queues now extend 11 months for 24GB modules and 14 months for custom configurations.

The 2029 timeline preserves tight supply conditions through the current AI buildout cycle. Hyperscalers contracted $47 billion in HBM capacity during 2024, exceeding industry output by 22%, and Morgan Stanley projects cumulative unmet demand of $83 billion through 2028 if no competitor accelerates production. SK hynix holds 53% of the HBM market by revenue, with Samsung at 31% and Micron at 16%, but all three manufacturers face yield constraints on advanced packaging and thermal management for stacks exceeding 12 layers. The approved capital does not alter this oligopoly structure; it confirms it for another product generation.

The $38.1 billion allocation splits roughly 60% equipment, 25% cleanroom construction, 15% intellectual property and process transfer. SK hynix will deploy extreme ultraviolet lithography tools from ASML, already ordered under 2023 purchase agreements, and proprietary through-silicon via technology developed in partnership with Taiwan Semiconductor Manufacturing Company. First wafer-out is scheduled for late 2027, with qualification and ramp consuming 18 months. The company declined to disclose expected yield rates or wafer starts per month at full capacity.

Allocators should monitor SK hynix's June earnings call for updated capital equipment timing and any pull-forward language. Samsung's competing HBM4 announcement, expected March or April, will clarify whether the 2029 bottleneck is a coordination equilibrium or a hard technical ceiling. U.S. site selection carries CHIPS Act subsidy implications; a domestic facility would unlock $6-8 billion in federal support but add 14-18 months to permitting and workforce training. South Korea offers faster execution and established supply chains, but less geopolitical insulation for hyperscaler buyers subject to export restrictions.

The approval is the capital decision. The supply gap is now the product roadmap.

The takeaway
$38B committed, but 2029 volume production locks four more years of HBM allocation queues and corridor pricing power.

Your next customer won't visit your website. Their AI will.
AI assistants have quietly taken over the first step of buying — they answer from catalogs they can read and shortlist whoever can actually ship. Two questions now decide whether you exist to that buyer: can a machine read your catalog, and can you fulfill the order. Most brands fail one or both and never find out why the orders went elsewhere. The winners of this shift aren't the loudest. They're the most readable. Build for the machine that's about to do the shopping.
